EE&G was retained by FEMA to restore St. Andrews Towers after hurricane Michael’s Massive destruction. EE&G Restoration was responsible for demolition, restoration and reconstruction services of the fourteen-floor apartment community building located on the Bay in the City of Panama City. St. Andrews provides services and activities that will reinforce self-sufficiency and self-determination for all residents.

St. Andrews Towers is located at 24 Harrison Avenue in Panama City. St Andrews Towers participates in Section 8 Project-Based Rental Assistance program. Anyone 62 and older or those under the age of 62 who require the features included in an accessible apartment. Rent is based on income and occupancy is subject to HUD rules and regulations, including the HUD annual income limits.

Section 8 Project-Based Rental Assistance
Since this property has a Project-Based Section 8 contract with HUD, some or all of the rents at this property are based on tenant incomes. Tenants will make a monthly contribution toward rent equal to 30% of their adjusted income. There is a minimum tenant contribution of $25 for all rents at this property regardless of tenant income. The two are left with almost nothing and a whole lot of unknown. For now, home for them has four wheels and their only bed is on the back of the truck filled with what little Wilson could save. “Living in parks and stuff like that, that’ll drive you crazy. It eats up the mind and it’s stress on you and having this problem, don’t need no more stress,” Wilson said.
It’s stress 225 others are going through, too. Everyone evacuated the building before Hurricane Michael hit. Donna Golema has worked at St. Andrews Towers for years and said this is personal. “My mother lived here and her unit was demolished,” said Golema. With belongings gone, new worries creep in Your home is here, your home is there, your home is everywhere,” said Wilson. “It’d be nice if FEMA comes on down and take care of business so I can find something else to do. Gotta find somewhere to hang out tonight,” said Wilson.
WJHG/WECP has heard from people who live in the building, upset that important documents and personal items have been thrown away without their permission.
EE&G Restoration worked directly with the Management at the complex. They said if belongings are compromised at all they have to be tossed for health and safety reasons and that residents are being let into their apartments if and when apartments are safe to enter. See video
